A motion considering pardoning fines imposed if a Bluetooth system was installed in a month was defeated in Congress on Wednesday

In a debate on Wednesday, the Spanish Congress decided not to change the regulations regarding hands-free mobile phone use in vehicles. Manual use of a mobile or any system which has cables faces a 150 € fine and the loss of three points in Spain.

The debate in Congress was on a proposal to pardon those who have been fined if they install a Bluetooth hands-free system within a month, but this idea was finally rejected by part of the opposition parties, despite initially gaining cross-party support.

The PP said it was necessary to educate drivers, while the Socialists said more study was needed on the safety of hands-free systems. Parliamentary sources said that the Parrot company which sells some 800,000 such Bluetooth devices in Spain each year was behind the attempt to change the law.

Commenting on its rejection, the Vice-President of Parrot in Spain, Cristina Sanz Ortiz, said that it would have been a pioneering measure, and they do not regret supporting it. (Via Original Source)
